Decision making process

 

When the Project Manager has assessed the information submitted with your application and has compiled a report with recommendations, we will present it at a Trustees meeting for consideration.  The investment report makes recommendations to assist the Trustees decision-making and will cover such aspects as:

 

  • How the proposal measures against the current policies and investment strategies
  • What benefits the proposal could bring to the applicant, third parties, and Shetland as a whole.
  • The technical viability of the proposal: this may require specialist advice from other authorities in Shetland or through the appointment of external consultants.
  • The overall funding package and the best funding option.  This may not necessarily be the same as that identified by the applicant.
  • The financial performance of the company to date shall be considered in comparison with projected financial information.  Industry and business trends will also be consideration.
  • The assumptions made in the application shall be checked for validity and compared against similar organisations.
  • The level of risk involved and safety margins shall be assessed through a range of methods
  • Available securities for the investment.   If there are other secured creditors it may be necessary to enter ranking discussions with them.

 

Loan approval

 

Hopefully by this stage your application has been successful and the Project Manager has contacted you concerning the Trustees' decision.  If you are happy to progress, our legal advisors shall prepare the documents and we will discuss the conditions of the investment with you so you fully understand your obligations.

 

We will then work with you to agree the release of funds that are appropriate to the project needs.  For example, if the funds can be released in blocks as and when you need the finance, it will reduce your interest payments.

 

Once the release has been agreed, our Financial Controller will assume responsibility for the release and the subsequent repayments.
